and you're correct in the last para..... too many rorters were let unaccounted for over 9 years. remember all the headline reports of abuses and theft, rorts and scams, even deaths of clients during that long period. you might note the absence of such reports since the Labs took over and now they are doing what you describe.
do some unbiased reading cappie. but I too doubt shortness ability to get it 100% right, so we should remain vigilant once these new rules are set in place and see if new rorts appear and if they're tried by a court instead of being allowed to continue unabated.
