and this is why registration of service providers is so necessary. it enables regulation, something the Abbott ideology abhors. regulation enables monitoring and helps ensure such rorts are discovered and dealt with rather than being ignored through no framework for such theft to be recorded. all this together enables providers to take out insurance and to pay taxes.
the current methods established any the Abbott Govt allowed such rorts and abuses.
