    Do the states win?
    With highet house prices, who pays for the services to house or move on the homeless? Does this higher house price reduce local spending l?

    The federal government dosnt win if people avoid tax through negative gearing. They loose that tax money.

    Owners win if negative gearing inflates house prices. Non-owners win if it falls.

    The situation is complicated and there are no clear winners other than speculative property investors.
