You talk about research backing this approach.
In fact, having looked in the past, there seems to be minimal evidence to back the provision of UNIVERSAL 2 years preschool as being a sensible use of resources.
It would be much better to target children at risk(as most of the research that is cited actually does).
The general approach just robs resources from those that really need it.
Middle class/upper class welfare, unfortunately, always good politics in Australia.
