Or even if the shorting had to be declared it would help. Right now there is no obligation on shorters to declare their positions including or any commentator who has short positions and talks the stock down, to declare. Nor any serious regulatory pressure on naked short selling.
This combined with the shorting practices combined with downramping and short ladder attacks are what makes some say just ban it outright.
There is beauty in this simple solution I have to admit. It it's banned then any contracts made after that will be void and unenforceable.
