Most of funds don't beat index because they follow index and they cannot sell too many shares become extremely underweight (compare to index weight).
But fund managers get millions of $$$ and underperform index fund.
Perfomance-based funds are not good, because they charge massive performance fee, but if under-perform they don't refund you the fees (just less fees).
