Shorts are about 5% of 310M shares. This is about 15M shares or 10 days trading, say.
Only those who sold when the price was higher around 2018 are ahead.
Given the news and the current trend, it makes sense that the remaining 15M would be bought back now.
Is there another reason for the shorts that I do not understand? Do they not have the cash to buy back?
