...I see 8 million shares also changed hands today at .014 (Oct 18)....big deal for SIH given minimal turnover...maybe something to do with shortfall??

.....they can now allocate the shortfall to selected investors with probably nearly 100% going to Provident....when do they mop up/takeout the mug punters and de-list this little gem???
