Definitely against that. Same as pumping and dumping should be banned too.
I would lend shares to be shorted if I thought the shorters were wrong, and that I was in for the long term and happy to make some money out of the shares in the meantime. After all, some of the shares that I have made money on have had short positions - I was right, they were wrong. But I agree, it's not possible in these days of bots and algos to know that the market is acting "properly".
I just think the focus should be on market manipulation (up and down) rather than on the tool.
