you can prevent your own shares from being used as a short by placing a sell order on them. This then removes those shares from the "short pool". Of course if u did not want to sell the price has to be high enough for that not to get hit .... and every 3 months or whateves on order expiry u would have to do it again .... blah blah

the reality is that investment houses that put out positive announcements/recommendations that raise the price (and then sell into the rise) are just doing a reverse short - but nobody cares when the price is going up, so they do not complain about that or scrutinize the numbers.
