It's all just buying and selling - two sides of the same coin. All that really needs to be tracked is total number of shorts and the ASX hasn't come up with a way to manage the explosion of shorting via vehicles like CFD's.

Apart from knowledge of total short positions transparency becomes important regarding the source of shorted stock eg super funds holding a stock long term lending it out to be trashed in the short term - a stupid policy which should not be allowed.
