A couple of things are keeping it in the doldrums IMO.
Spot has barely moved in response to the restart. It has more recovered from a dip than forged ahead.
Timing of the announcement has not been fortuitous - anniversary of the bombs plus volcanic activity scare.
Uncertainty over JB getting the flick.
However, on the horizon we have more restarts, PDN about to break even, plus some further potential savings (a bullet which should have arguably been bitten some years ago) which could all mean millions in the black next year.
