Nightstalker - Najib did not say that there would be no decision until the PSC reported to Parliament and it is debated there. What he said was that Lynas would not proceed until the PSC had deliberated on the issue first. That could mean any number of things (deliberately vague polly talk). it might mean not until the report is debated in Parliament. It might mean after the report was finalised. It might mean after teh PSC has had a couple of meetings. It would be a bit difficult for Lynas to issue a statement based on this.
