If DRC was just a puppet completely controlled by the Chinese, Zijin would have Manono by now and AVZ would be out the door. So I think there's more too it than that. Maybe DRC is trying to play AVZ against the Chinese to get the best pay-off. Or they want to give it to the Chinese without making the corruption look too obvious to the West. Or maybe there are different factions within the DRC, some on AVZ's side and some supporting the Chinese.
