    The Cartel are keeping a lid on the price to ensure they force out the frackers. If they curb production by 15m barrels or more they will run the risk of pushing the [price back up to a point where the frackers may be viable again. IMO. Once they are happy that they are protecting their reserves and perhaps broaden their markets, they will push the POO higher.
