Well it's quite possible to see that a sudden rise in % of shorts "borrowing in" because the shortsellers see( or inside know) a possiblel rise up ahead is imminent, giving them a chance to sell at the peak and wait for the inevitable fall back, to maximise gains, closing out. Less risk.
