Agree with your sentiments. Another source of shorting to consider is CFD's particularly where they are traded using "direct market access". Market makers in this case place an equivalent order in the physical market to reflect the CFD position. Market makers may also directly hedge their clients positions.
There's a fair bit of "shorting" activity carried out in this way.
