So why did Trump not call the National Guard in the 3 hours the capitol was being attacked?

It contradicts the idea Trump offered 10,000 National Guards, why is it that when Trump got back to the white house saw the Capitol being attached he didn't pick up the phone and tell the National Guard to get there pronto?
He didn't, he sat back and watched for 3 hours while people were urging him to do some thing
