All of this, all of it only occurs because the people allow it. There is no force stronger than the will of the people, some may call it a revolution, but the fact of the matter remains, if the people say no, then no it is, but unfortunately as we see in the socialist state of Victoria, the people must want Dan Andrews and as you rightly say, the people can't even stand up to dictator Dan, so how will the people stand against such a passport ??????
