You make a very valid point for the banning of on market buy backs. By stating that you should wait until the end of a buy back before shorting a stock you admit that it manipulates the price.
This actually came up during a discussion about getting short NAB. We decided that you can't do it when the buy back is on because it supports the price.
If they are going to do buy backs then they should conduct them off market.
