I suppose that depends on your deffinition of market manipulation.
I see manipulation as being when the the true intentions are being hidden from the market such as false bids or a smaller amount of buying is done in a stock to bring in other buyers while at the same time selling larger amounts.
The point I made is that BB are not manipulation as the details of the activity are made avaliable daily. There is a difference between supporting a stock price and manipulating. Just as when any other large buyer or seller is active in a stock the price will be moved accordingly and to try and trade against this can be very costly.
