It all comes down to valuations.
Lend Lease is a good example.
They completed a buy back years ago at way to high a price. In hindsight they should of held the cash and bought back substantially more at the $8-9 price.
But if the market is ignoring a share and excess cash is available then buy-back should always be an option.
