You must not fear the gods of the Amʹor·ites in whose land you are dwelling.” But you did not obey me.’” There is no mention of the future in what this prophet said. Instead, he is sent by God to review the past. His proclamation was a prophecy because he was sent by God.

That a prophet makes a statement doesn't mean that every statement a prophet makes is defined as a prophesy. A prophet can talk about what he had for breakfast, not everything that comes out of his mouth is prophesy because he's a prophet.
