It was clear enough...
The idea that it was a done deal came up in forum discussions, based on optimistic interperetation of the announcements and of PTs posts.
But, the funding is approved by Shougang, and the provider, NAB. What is in waiting is the release of the funds pending Shougang permission, which is pending agreement to proceed on contract sign. That is what I understand.
