Yes, should be banned if any security risk. You can't get through customs without ID and showing your face or can you.?
If say a Bank had low security risk eg no access to cash/staff by public ie bullettproof barriers etc then wearing burquas, balaklavas, motorbike helmets etc not an issue. Such places could then advertise as being burqa friendly, might be an advertising winner.
