On the understanding that it is illegal, the only way I see that the Australian govermnent could accept refugee status for the girls is to turn it into a international bunfight.
Aus. Govt. would need to declare theat the Kenyan govt. and its police authorities do not have the will nor the resources to truly stop or substantially minimise the illegal practice, and as such accept that the girls are at risk.
The Aust. govt. would basically have to say they think the Kenyan Govt and police authority cannot do its job.
