Thank-you for such an intelligent and articulate response marcmarcoz. It's all so much clearer now. So they done that local project where coal was exported to a local destination and also the "Vic project". OK... now I get it.
Maybe esi should consider digging a shipping channel from Bass Strait, through South Gippsland to the LV. This would be cheaper and quicker than a rail line to Hastings imo.
