i wouldnt worry too much about WA and QLD. The governments of those states can do back flips with the double twists and not even raise a sweat.
firstly they may not allow mining but it will take many years to get a mine up and running so it may not even delay the start up of a mine. WHen the next leader of either party comes in then they will likely have dumped their no more U mine policies and they can issue their mining licences.
Other than that go CUY and AGS, ARU etc
