I agree MB will not start proceedings based solely on number of participants, they will not take a case that they do not think they can profit from, that requires 2 things;
1) large enough possible award ( in this case number and size of participants)
2) a high chance of winning or settling the case
My bet MB has a much better idea than most/all on here.
