Can you tell me where you got this information from as the usad.gov website seems to have a different view.
Also are you factoring in the increase in middle class Chinese projected over the next ten years which will no doubt vastly increase demand for Almonds in China.
Then there is the quality issue in that the Chinese do not trust the quality of Chinese food and prefer to buy Australian even if its more expensive. Who knows what type of contaminated water is used in Chinese Almond orchards and also what chemicals are used !
The usda.gov website claims "almond yields are very low in xinjiang due to lack of proper management and input".
