Your graph increases between 2000 and 2007. House prices also substantially increased between 2000 and 2007.
Looking at the whole graph there appears to be correlation between increasing levels of repayments and house prices.
Intuition may lead you to conclude that record low repayments are a good thing but the graph says otherwise.
