    The High Command didn't care for civilian losses. The fact is that the atomic bombs hit civilian targets, not military targets, with fewer than 100,000 civilian deaths from each bomb, while the Kwantung Army had over 700,000 men in twenty-five divisions (including two tank divisions) and six Independent Mixed Brigades.

    The US navy had completely destroyed the Japanese navy and stood poised, ready to set down troops in a full land invasion.

    The fact is the High Command did surrender, so it's silly to say they were never going to surrender.
