It seems like the Namibian minister is going all out to do a Bob Brown, and bring in the Namibian version of the MRRT (the old RSPT).
I would hope, though, that Paladin, by virtue of being already very well established, and highly respected over there, would be treated far more favourably than other, newer explorers and eventually, producers.
Or the whole idea could be scrapped as just more crackpot ramblings of the same minister.... who seems to be playing to the front row audience.
