@ 1.6 billion shares I believe the dissenters would be in the minority. Vil has the support of their SI's, their mates and the tragics who still believe the Board are still acting with the punter's interests in mind.
Just look at the overwhelming support management had when elections were held last year after numerous CRs, SPPs and many dubious/hostile decisions.
I voted no for the whole Board. I could see the writing on the wall as far as SH prospects were going. All the evidence pointed to SH not re electing the incumbents but the romped in. I wish you luck with your "resounding no vote" but I don't believe you have the numbers if the scenario is realised.
