A few local hoods probable holding the entire rig up for some outlandish sum of money. Local corruption would be rampant at the moment. These people will need to be paid off but not for a 10% cut . As mentioned the country needs oil income so hopefully sanity prevails and it does not turn into a long stand off as one thing I imagine the natives have is time .
