    Hi DJ4,
    I think Frank is emphasising that the depth of Tagrin Port gives it an advantage over Liberian and Guinea facilities in that it will accommodate vessels of deeper draft and therefore tonnage. "Couteux" I would think is an incorrect spelling of "couteau" the French word for "knife", which could be interpreted to slice it up. Bon chance.
