My take on this is he wants binding agreements in place. As we all know MOU aren't even worth the paper they are printed on. When ANS signs on the dotted line he will release an ANN answering all our questions. These things take time and Ding isn't big on pointless ANN's. No news is good news.
In the meantime, all is on track IMO. Covid isn't a concern, all can be done via zoom. The consortium may want to travel to Africa but this is not necessary. At some point I am sure they will venture over there to have their feet on the ground and witness how the 10B is being spent. I would presume them being present in Africa isn't needed to ensure we get binding agreements in place.
Let's see what happens over the next 8 weeks (Feb and March), I am expecting news this Q.
