Jefferies ups Lynas to Buy

Jefferies analyst Mitch Ryan double upgrades Lynas to Buy and boosts his target price 56 per cent to $10 after US peer MP Materials secured a 10-year floor price of $US110/kg for NdPr with the US Department of Defence for all of its stockpiled or sold products.

“This signals a strong US push for Rare Earth Magnet Independence, lifting upside risk across the Rare Earth pricing complex,” he says. “Lynas appears to be the next logical beneficiary of government market support.”

Lynas shares have soared 18 per cent to a five-month high of $9.96.

Fellow rare-earths miner Iluka Resources is up 24 per cent at $4.94.

The price deal was part of a multibillion-dollar public-private partnership between MP Materials and the Pentagon to build an end-to-end rare earth magnet supply chain.

Mr Ryan says a 10-year price floor of $US110/kg for NdPr – nearly twice China’s NdPr spot price “underpins economics for a new 10,000tpa “10X” magnet plant by 2028.

The DoD will purchase 100 per cent of output for US defence and commercial needs. MP Materials will also expand heavy REE separation at Mountain Pass with a $US150m DoD loan, and the broader funding mix includes $US1bn in debt and $US400m in DoD equity.

“In essence, the US government is underwriting MP’s growth to establish a domestic mine-to-magnet pipeline,” Mr Ryan says. He says the scale of the US commitment underscores the strategic importance of rare earth magnets used in missiles, fighter jets, EV motors, wind turbines, and advanced electronics, and directly counters China’s rare earth dominance.

As China’s magnet exports slowly recover from a 75 per cent month-on-month fall after its recent export curbs, Mr Ryan sees this deal as the most significant Western intervention to-date, circumventing China’s pricing power by guaranteeing a high floor price for NdPr and offtake demand through building a strategic stockpile.

“While critics argue such intervention may distort markets, US policymakers view it as correcting an already distorted system,” he says. “This framework could become the new baseline for rare earths economics in the West, spurring further investments across the supply chain for magnet manufacturing capacity and recycling.

“We see the resetting of the pricing metrics for rare earths as delivering material upside potential to Lynas’ earnings in the near term and an increased potential for the de-risking of its growth projects via government entity funding.”
