Imo the decision has been made and it is positive subject to normal due dilligence in matters legal vs sovereign risk etc.
As already pointed out this end of the process may take some time even some weeks, so in order for this to happen I feel a preliminary favourable has been made. Otherwise we would have had a very deafening no by now. Well one should live in hope.
