KOKO i think you are spot on. the reason they need 90 days is to go through the "full" approval process which as you point out includes Senegal. if Shell weren't interested they would just tell FAR and be done with it asap. we have an approval process where i work for activities in Timor Leste. Before we can even issue a request for tender we need the approval authorities signature. before we drill we need their ok also.
