dHarv: Regarding MALTA: I believe that the "stumbling block" was not the Tunisians but always the Libyans (from memory...).
Tunisia already has had "regime change" - but such a case is perhaps not going to be followed in Libya. The oil riches on the one hand and the small population on the other might allow the ruling family/class in Libya to pay their way out of trouble? Time will tell.
