You are correct in your summary of the vStub. It is more (at least, the MPEG-DASH version) that a collection of URLs, though; it contains some header data that allows a video player to determine information about the binary media even though the binary media isn't in the file.
I am not sure about tools to aid the location of the originals. I don't believe so?
I don't have access to Linius software any more. I did some consulting at Hemisphere who were a Linius partner for some time (I think they may still work with them from time to time) and built a bunch of advertising-related prototypes just for fun (in the hope that when a big site integrated the Linius solution, I'd be ready with a compatible advertising solution).
