For instance, a period of silence after a SP dump might eventually lead to "no news," indicating a return to normalcy. Or, a prolonged silence could eventually lead to the realisation that "no news" is not good news at all. It depends on where you stand in relation to the silence, is it expected or abnormal.
Ultimately, the interpretation of these phrases depends on the individual's perspective.
Either way, both sayings acknowledge the power of information, or lack thereof and its influence on our emotional and psychological states
