Having said that, I wouldn't be surprised if sweeteners are presented to government officials. As a poor nation one can understand the temptation when $$$ are wafted under noses. Hopefully the real threat of being caught in a corruption scandal is a sufficient deterrent as so many officials have been caught lately in Africa.
