PRISM and ARC are being developed by GEH. GEH are exiting GLE (the subsidiary that owns the license for SILEX). I'm pretty sure there would be zero chance they would forego the SILEX license if it was a vital piece of IP for PRISM or ARC.
Second, the initial license for an enrichment facility, and headquarters of GLE are in Wilmington, the same place as GEH's headquarters. This isn't good.
The only positive is that GE can't sit on the tech anymore and allow their inaction to basically shelve it.
