It appears the numbers you are quoting are for low grade Silica Metal. Notice the piece about excluding Semi conductor grade. MHM is Semi conductor grade... i.e. worth a lot more.
But this is for Silica Metal not Silica. I believe Silica Metal is after the Smelter. It looks like 3x raw material for 1x Silica Metal.
I don't have prices for Semi Conductor grade Silica Metal, but I believe a few years ago, Raw high grade silica was around the $1,000 a tonne.... and yes, MHM have a shed load of it (but I don't think the whole Billion tonnes will be high grade). Maybe 1-2M tonnes is proven high grade (but obviously lots of upside.
