I think the idea behind it is, with this being only a small trial area, is that if the standard sand scoop loader works successfully, then obviously the larger modified front-end scoop will too.
This directive probably came from the EPA.
I still feel we will have that key off-take signed off before EPA, the sticking point seemed to be complications regarding site visit under covid restrictions.
Personally I still think VRX could organise a small delegation to visit, the only drawback would be the mandatory hotel isolation period on arrival, they can fly direct to Perth. VRX have the cash on hand to make sure their stay is very comfortable, and then conduct the site tour with photo opportunities and smiles and handshakes all round. A foundation partner sounds a lot more far reaching than just an off-take agreement, so treat them like kings.
They could still work and have zoom meetings whilst isolating. It is not impossible.
