If you read the info coming out of VRX, you will see that there are instos climbing over themselves to front up the money to build the plant. The other options (stated and inferred) are from off-take agreements or another CR. Until licences are approved, there is no reason to panic over plant funding If you think this stock is shizenhausen then go buy DRX.
