If you check skol there are a number of bulletins indicating the mint in February could not get enough metal to produce for the normal demand and the price capped as usual with increases in paper contracts.
This is how its currently worked. Great for me (when it breaks eventually it's going to go ballistic) but I'm also finding it hard to locate enough silver coins over the counter.
