Hi BigWill2018, you can view conditions of every tournament and there is a minimum and maximum number of participants set by the organiser (along with all T & C's) - mostly minimum 2 is all that is required.
If they reach the minimum number of players then they are playing for the set prize. Anything other than that would hurt credibility. It's not the participants fault that a particular tournament is not full and I'm sure Mogul have been prepared for this in the early stages of membership. Shortly with the aggressive marketing and user uptake this will not be an issue.
